Risk management approaches for a successful and sustainable National Paperless Trading System in Belarus. As part of a broader effort to support Belarus trade reforms and upon the request of the Government, the UNECE conducted a strategic risk management gap analysis across a range of areas to identify the current capacity status of the key regulatory agencies in terms of their ability to ensure the successful implementation of the National Paperless Trading System (NPTS). The focus of the project was on identifying risk management gaps stemming from the strategic, IT and legislative areas, which may undermine the security of the NPTS and, thereof, impede the success and sustainability of the system. 

VTS role: Supporting the successful implementation of Belarus National Paperless Trading System (NPTS), conducting  on-site interviews with various agencies and organisations, information gathering and analysis, writing a report.
